SUBJECT: Long-term lease to Tsalteshi Trail Association

The above-referenced ordinance is being introduced in order to lease the trails adjacent to Skyview High School to the Tsalteshi Trail Association. The residents of the peninsula use the trails for walking, running, and skiing. Organized school district and state-wide running meets and ski meets are held on the trails. Aside from the recreational and health benefits realized from these trails, some of these events bring in competitors from many areas of the state, thus providing a boost to the local economy. Pursuant to KPB 17.10 approval is required for long-term leases. The Tsalteshi Trail Association has improved, managed, and maintained the trails pursuant to a borough land use permit. Under the permit, Tsalteshi schedules use of the trails and maintains the trails. However, land use permits are generally nonexclusive and are of short-term duration. The long-term lease would place Tsalteshi Trail Association in position to receive certain grant funds for trail improvements. Additionally, a long-term lease allows Tsalteshi to plan in advance for future competitions and groups who wish to use the trails.

Tsalteshi is currently seeking a grant primarily for directional signage and trail clean-up, both of which would enhance trail safety and enjoyment.
